OP here. Guarantee that this is legitimate. I do think other people might be trolling. Or maybe I'm just surprised people don't care about a neighbor trying to injure dogs and children.

I'd feel differently if this were a SFH or had more land. It's a townhouse with a small yard

This is nuts. Kids wander off, it happens. Pets accidentally get out of the house and run around the neighborhood. It part of life in a dense neighborhood that is convenient to the city.

You want a homestead with no trespassing, tall fences, and barb wire? Move to the countryside. What galls me is that this neighbor is purposely trying to injure animals and neighbors. WTF.

OP: you need to lead a coalition to change the HOA rules and ban the barb wire. It's ugly, dangerous, and may leave your HOA open to a lawsuit (eg, injured USPS or package delivery worker).

No, I don’t see an issue. The kids should be taught to stay off people’s yards. If they’re trick or treating they should either be supervised by an adult or stay on a walkway (if he even opens his door). Why would your kids be in the lawn if they have been taught proper manners and respect of property, or are supervised? Again—should not be an issue at all.

And if they don't stay off people's yards, and they get injured on the barbed wire (or land mines) that the neighbor put there, that's their own fault, because they shouldn't have done that! Right?

Either that, or you don't put known hazards in places where people might innocently go even though they're not supposed to.

And yes, I hate it when dogs poop on my yard too, but dang, to put barbed wire out like it's a warzone or you have some biochemicals in your home that you are protecting.. sheesh. Over the top. Not sure what city you are in, but even leesburg has laws against this in residential areas.

It's pushed down in his grass. Honestly in the dark you might not see it. And it's along sidewalks.
