You are the one who is confused. In real estate, all cash buyer means no financing involved. Buyers are responsible for the payment out of their own funds at closing. Cash here means the opposite of credit (financing).

Where you really see this phrasing being used is to refer to an “all cash” transaction— which is usually seen as a good thing, because no lender means less to certainty and easier to close.
