We are going into our 6th year at our ES and have seen dozens of families who live out of boundary. Nobody bats an eye! The parents are often very upfront about it.
I think it is incredibly difficult to catch when people are using family members addresses. How do you prove that Larlo does not actually live with Grandma or Aunt Betty? No way they can ever actually prove fraud.
Authorities should ask them and see proof. If they want to lie about it and pay for some bills for grandma to fake residency, then that's the kind of ethics and morals they have. But only by asking will you know how deep they are into lying. And remember, they have to live with themselves, not you. I'm sure they are rationalizing their fraud in their head quite well, or their victimization stories too. Unhealthy.
