None of them write their own emails. It is sent from Central Office and sent out on school stationary with the principal's name filled in. Part of the reason why things take so long to come out to parents--it has to be drafted and approved by a legal team before it's sent out to principals to send out to parents

Dear Parents and Guardians

I am writing to inform you about the March 16, 2018, arrest of Mr. Steven Katz, a substitute teacher for Montgomery County Public Schools (MCPS). Mr. Katz has been charged with sexual abuse of a minor and 4th degree sex offense stemming from inappropriate contact with Cloverly Elementary School student. While the charges are unrelated to our school, I am sharing this information with you because Mr. Katz briefly served as a substitute teacher at our school this year. ?

MCPS has been fully cooperating with Child Protective Services, the Montgomery County Police Department (MCPD), and the Montgomery County State’s Attorney’s Office on this matter. Pursuant to our memorandum of understanding with these agencies and MCPS policies and regulations, the Special Victims Investigations Division of MCPD requested the school and the district not to share any details broadly with the community until now to avoid prejudicing the ongoing investigation.?

Mr. Katz has been employed with MCPS as a substitute teacher since May 2017. ?

Mr. Katz was immediately removed from his position as a substitute teacher after MCPS was made aware of the allegations of his actions. ?

The allegations described in the charging documents are very distressing. We do not and will not tolerate this behavior in our school.

School counselors and support staff will be available to provide counseling and support to students as needed. ?

Providing our students with a safe learning environment is our top priority. If you or your child have any information that may be helpful to the investigation, I ask that you call the Special Victims Investigations Division of the Montgomery County Police Department at 240-773-5400.

I almost feel as if there need to be cameras in the classrooms. This is the case in daycares. What not schools? We cannot trust the background check system to catch predators bc in many instances, they hide their crimes too well.

Why should teachers expect privacy in the classrooms. I say video feed into the main office. If their is an accusation, it would be a matter of checking the video. Yes, I know $$$... but what other solutions/proposals/actionable items should we be asking for! No more empty action less complaints!

Pedophiles are everywhere. They don’t look scary; they aren’t odd looking or smelly or strange. They want to blend in, to be the attractive, inviting, fun, warm, helpful person anyone would trust their child with. They are in all professions, religions and neighborhoods. They will try to be involved in activities with children. This isn’t a MCPS problem - it’s universal. Every parent needs to talk frankly with their children about people touching them - have to be frank, not using euphemisms but language they can understand. Then adults need to believe them and respect it if they are not comfortable around someone. Report concerns to the police, not to a school or church. This is why I was concerned reading the post from a mom who undresses her 2 year old in a public place between activities. They are everywhere, with hidden cameras. Security/background checks will not bar them from employment if they have no criminal convictions and/or are not on a sexual abuser registry.

Currently Maryland has a very weak and ineffectual mandatory reporting law. Clergy are excluded from reporting active sexual abuse of a child if the information is given to them “with an expectation of privacy”. There are no penalties for not reporting, and House Bill 500 currently pending is a Trojan Horse - claims to add penalties but actually makes it impossible to charge anyone with not reporting and has a very limited window for charges after the failure to report. I think it was intentionally structured to protect the Archdiocese of Baltimore from prosecution for not reporting clergy abuse information, but also lets others off the hook. It takes a village to protect the children from sexual abuse - we all have to be vigilant and actively involved.

I never read anything about a principal knowing, for decades, that a teacher was abusing students. Very few principals are even in schools for decades. Secondly, if anyone "knew", they would be implicated and arrested as well.

There is no law that says principals will be arrested if they do not report. They are free to not report and nothing happens to them.

Your assumption about people in the school system is completely false. Ask the State Board of Education how it worked for them when they told the Montgomery County Board of Education to stop this. Spoiler, Montgomery County Board of Education did nothing.
