I'm on the fence about Hogan, but this has a lot of appeal to me.

The by all means import them to MoCo. When Maryland opened a state prison in rural Western Maryland, Baltimore kids moved to the area to be near their imprisoned parents. They have ruined the local schools, increased crime, and ruined many public housing structures.

It's not the fault of people in Silver Spring or Frederick that Baltimore is a hellhole. That blame lays squarely with the residents of Baltimore themselves.
+1. Stop being such a selfish jerk. It does no good for you to crow about your pristine privileged life in MoCo while Baltimore is becoming the murder capital of America. Crime isnt isolated like that.

This is why Baltimore will continue to have issues. Developers don't want to build in a city that refuses to address the dysfunction and pathology that embodies Baltimore. Every time Hogan tries to assist the city he is met with lots of resistance. Do folks in Baltimore want to decrease crime or not? It looks like folks will rather pacify criminals in Baltimore instead of severely punishing them. What developer in his right mind would take a chance on Baltimore?
