Many legal experts agree that collusion is not a crime. Google Alan Dershowitz to find out. But Mueller can't even find evidence of collusion. A low level guy trying to set up a meeting is not collusion. The meeting never happened because the campaign shot it down.

You're reading it all wrong. The Papadopolous plea bargain was announced to send a message. The indictment notes that he has been cooperating with the investigation since July. He did a bunch of things that could have gotten him jail time, but the only thing he's actually charged with is a single count of lying to the FBI. Ergo, his cooperation must have been particularly valuable. This sends a powerful message to other people that resistance is futile.

It is nearing the end. American people are sick of seeing their tax dollars wasted.
A. Mueller has exhausted witnesses unless he wants to conduct fishing expedition for stuff not related to elections. I don't believe Mueller is a Ken Star type of person.
B. If he decides to conduct witch hunt further, congress will defund his operation
