OP...in general VA will be lower tax than MD even after accounting for the car tax. However, your particular situation might vary.

Take the table on page 15 and make appropriate adjustments for your situation (i.e. exclude property tax).

commute generally easier so I'd vote for va - e falls church metro
- housing expensive in area generally so w budget will be tighter space
