It was a sensible and even handed column. However I would've preferred that he didn't write it because he's giving her a heads up, which means she has a chance to correct course when perhaps the best course if for her to be replaced.

I also thought it was odd that he brought in the homeless and cronyism issues, but didn't explicitly link them to the shelter plan/scandal. A bit of a light touch there for sure.

DC may be a Democratic city, but it is not exactly a democratic city. I'm not referring to Congress, but rather the fact that in local elections, there is no run-off provision. California and other jurisdictions have added runoffs, because one party (in CA's recent history, the Democrats) are dominant. The problem in DC is that there can be a multi-candidate Democratic primary race for council and someone can win with a very small plurality percentage of the vote. That candidate is then as good as elected in the general election. Then we have council members passing far-reaching legislation who were supported initially by perhaps 15% of voters in the all-important primary. Expand the council size and put in runoff elections between the two top vote getters, regardless of which slate they ran in in the primary.
