From Columbia's website:

For admissions and financial aid purposes, students who are not citizens or permanent residents of the United States and who do not have refugee visas are considered international and their applications are evaluated in a need-aware manner. This means that the admissions committee takes into consideration how much financial aid a student requires when rendering an admissions decision.

Currently, five US universities offer need-blind admission and full-need financial aid to all students, including international applicants. These are:

Massachusetts Institute of Technology (MIT)
Harvard University
Princeton University
Yale University
Amherst College

I went to college and law school with a girl on US Aud to Cypress. Both private schools. All paid by the US Government. Her father was a very successful lawyer and her family had servants. Infuriating for some middle class that ended up graduating with $124,000.00 in student loans.
