OP I've always thought Pepper would be a cute name. I'd like it more as a nickname for Penelope or something. If you like Ginger and Cinnamon, it might be your taste!
FWIW, if I met a baby named Ginger or Pepper, id think it was cute and unusual. Cinnamon seems less like a name to me and I'd find it a bit odd.
