I was just about to say - I am from RI and this would totally meet what you're looking for. Prov is a fantastic small city.
If you wanted someplace smaller than Providence, maybe check out Newport - it's got some patrician parts but also some hipster elements. Plus, on the ocean. And if you want even smaller than that, try Westerly, RI. Taylor Swift has a house there, which doesn't really suggest hipsterdom, but there's also a lot of other nice fun stuff.
Pawtucket's actually another place you might try in RI. It used to be very industrial, but a lot of the old mills have been converted into lofts, and there's a good arts scene and restaurants. And it borders Providence. RI is so small anyway.
