If you were a longstanding Washingtonian, you would NOT expect this. You might want it, but you wouldn't expect it.
However, I'm impressed by your argument that "poor people don't have enough money to be able to afford to live in non-poor areas where crime is less frequent" is the false bigotry of low expectations (as opposed to the true bigotry of high expectations?).

I think they are purposely targeting those areas because that's where the $$ is. Not sure if its a spread as much as it is targeting.
