The sisters defended Josh, who molested five underage girls, as being just a “young boy in puberty who was a little too curious about girls,” adding “that got him into some trouble.” They described his groping as “mild inappropriate touching on fully clothed victims” who were “mostly” asleep.

When an unearthed felony investigation from 2006 revealed that Josh Duggar had molested five underage girls as a teen, the family felt that they had already "moved on" from the scandal that was making headlines across the country.

Joshua James Duggar, now 27, gave a full and frank account of fondling his victims in his 2003 confession to an Arkansas State Police corporal, according to a witness who contradicts a recent account by the former corporal.

"I'm not saying he is a liar, but my recollection is that Joshua came clean and told everything," the witness said. "I definitely remember telling him before we went that he needed to come clean, and I definitely remember being satisfied that he did that when it was over."

Although some juvenile offenders are very young, 84 percent are adolescents or teenagers. Approximately 68 percent of these offenses occur in the home, and 25 percent of the victims are family members.

Kelly told PEOPLE that she intends to ask "some of the harder questions" but has agreed that one topic will remain off-limits: "They do not want to talk about the details of the molestation, and I understand that as the parents of those involved, and that's fine."

“As parents we felt, ‘We’re failures,’” Michelle Duggar, joined by her husband Jim Bob, said in the interview airing Wednesday night on Fox News.

The new report is from the Washington County Sheriff’s Office and was obtained by In Touch using the Freedom of Information Act. In Touch broke the story about Josh’s dark past and previously obtained and published a Springdale Police Department report about the molestations, also by using FOIA.
