Of course it doesn't mean you are lazy. But if you are too exhausted to carry a 15 pound dog down the steps so it can go pee now, you are in for a rude awakening. What are you going to do in four weeks when you have to carry an infant up and down those stairs?
Why can't the dog just live on the floor with the exit? Why does it need to be upstairs?

She's in good health. The stairs are very steep wooden stairs and her legs are short (she's a weiner). She can do the stairs to our basement just fine-they are carpeted and not steep-just standard. That's why I have such a problem with them too now-they are slippery and steep and I feel unsafe and unbalanced on them. I still go up and down them but I take it slow and hold the handle. One option is that I could put her in her carrier and take her down that way. Anyway it's not really about the dog. Leaving the hotel now after late checkout. No call or text from DH. Not sure what's next.
