Here's one of the threads on Creative Minds. A skim of it shows that people who asked about the public lottery were either told that there was no interest or that they didn't need to hold one.

I applied to the school in 2012 and still have an email from them stating when and where the lottery would be held and that families were invited to attend but not required to do so.
Nobody said there wasn't a public lottery until last year. They said there was no public lottery "in years past." I don't know what years they held a public lottery, but it certainly wasn't every year. Don't get all prickly.
