The age of consent in DC is 16, so she did not break the law. He did, however, as you note, break the law by distributing a video of a minor (himself) engaged in the act.


I'm sure that there is a law against teachers having sexual relations with students.

She is charged with first degree sexual assault on a minor. Really doesn't matter what you think. The law is clear and doesn't need to be cited since she is charged.

Assuming it's consensual: the teacher is over 18 and minor is under 18. The act the teacher engaged in is illegal in this context, and she can go to jail. There are different laws for situations where the minor is a "child", which means s/he is under 16, and the perpetrator is more than 4 years older. This is a gender neutral law.
