In all seriosity, as GW Bush might say, ND and Williams are very different places. Sure, Williams has become a very selective small liberal arts college. It offers an experience that may be harder to find at larger Notre Dame. ND, which has become hard to get into, offers may experiences that are lacking at Williams -- a lot more than just football. I doubt very seriously that there is much application overlap with the schools. Most students who are set on Williams probably wouldn't be interested in ND and vice versa.

No - I think the government creates such competition because it limits success to only a very small percentage of their population. Asian countries have VERY few spots at prestigious/world class universities families need to steam roll over each other.
