A famous example would be Jennifer Tilly, but I assume her voice is affected and theatrical to some extent. I know a couple of women in real life that talk this way, but not well enough or long enough to know the answers.

I heard this on Dr Drew
Agree, on Loveline, Adam and Dr. Drew would always call out the little girl voice. Then, after some questions there almost always turned out to be some abuse issues.
