Why the hell should the neighbors do anything? OP is the one with the issue. The solution is simple: Put up something in the window that blocks the offending view.

What if the neighbors had a huge screen TV and watched porn every night? Would you still wait for THEM to do something to block the view?

This is exactly the approach I would take. If they chose not to adjust their behavior, fine I guess. ?? I think it's just common sense and neighborly to close YOUR own blinds if YOU chose to walk around naked.

Also agree that it seems awkward as kids grow up. We have been teaching our child that private parts should be covered. We don't really frequent dressing rooms/pools where this would need to be addressed, but I guess at that point we'd say that it's ok when people are changing....though we want to give them privacy and not stare.

Invest in some really good blinds that block the view but let light filter through- I think silhouette shades do that.

In Virginia, it is illegal to (1) expose yourself (2) in an indecent act (3) in a public place (all three elements needed for "public indecency." If your shades are open and you can be seen from the street (e.g., if the cops can see you when they walk by), that is public place. Also repeatedly exposing yourself (i.e., Flashing!) is considered an indecent act, especially in view of minors.

Your neighbors don't want to be charged with public indecency since that may require them to register as sex crime offenders, limiting their ability to work/travel, lose custody of their kids, etc. Just tell you neighbors, and they should take appropriate actions.

Regarding peeping tom laws in Virginia, it requires a trespassing (e.g., going onto someones home without their permission) or making a peep hole in a public place (a changing room, locker, bathroom, etc.). There is no trespass if you can see things from a public sidewalk.

If the neighbors don't change their behavior after informing them they are knowingly exposing themselves. This would be a case for jail time. Take some pictures if they don't change their behavior and sue them to build your kid's college fund.

I suspect your neighbors know damn well you can see them and are exhibitionists. If they can clearly see into your home when blinds/curtains are up, they know the reverse is true.

Its illegal to video people in their own yard. NOT anywhere else, though! So yes, I agree he should be able to peacefully do what he wants in his own back yard.

And he wasn't "doing" anything to attract attention. Pretty much just relaxing and enjoying the sunshine. And he was only visible from a higher window (like one of the neighbor's upstairs windows).
