You can designate anyone you want but know that they do not and may not follow what you specify.

The person who is left as the guardian will then make the best choice for the kids - and yes, the guardian can opt out.

Put your DS as guardian, name back ups so he doesn't have to think of them himself, and just know that in the end you will really have no control over what happens.

I gave my oldest adult daughter rights of first refusal (for lack of a better term). My son defaults to her, but if she's in a position to not handle/accept (according to her own decision), she can pass and he'll go to my sister.

I think if your son wants to take care of his siblings (and siblings want to be with him--are they old enough to have an opinion), then do it. I'm the eldest and I would have done this for my siblings (the ones who are 14 and 12 years younger than I am). It didn't happen fortunately but it's good to have a plan.
