She moved up with more responsibility, and while she's still learning the job, it would be impossible to handle her duties in 40 hours. Yes, she'll have downtime. (What office job doesn't?) But that will be rare.
So I don't think you can even generalize about all Fed jobs, as they each have different levels of responsibility.
