To mow off your toes, you'd have to fall down, slide your body forward under the mower, while still gripping the handle with both hands to keep the blade engaged. I can't picture even the most boneheaded of children accomplishing this.
I can! What you need a second child. From anywhere. Wandering up the street. Wants to try the lawn mower. I could also imagine an enterprising kid alone who rigged the handle to keep it running.
