As a mom of a child who needs to exercise in the morning due to his ADHD, if he chose to shoot hoops in OUR driveway at 6:30am I would welcome it! And if you as my neighbor came to me to complain, I would ask you to spend 20 mins with my DS while he is struggling to do his HW and focus because he has not expended enough energy and his serotonin levels are out of whack.

We live in a place with a noise ordinance. After 7 am for this type of play would be fine.

No they wouldn't. They might "respond". And they might assure you that they'll talk to the "offending family". But what they'll actually do is head over to the neighbors house and apologize to them for bothering them. They might sit down and have a cup of coffee with the neighbors and laugh about what an asshole you are.

Right....and they would make sure that the neighbor knew it was you that called about a bouncing ball.

No, they shouldn't, at least not loudly. There are noise ordinances. I'm sure that you aren't allowed to produce noice at 6:30am, if you were, then you would hear companies mowing lawns that early.
So...that means I should walk out to the bus stop near my house and tell the kids waiting for the bus that they should keep quiet and not talk and laugh? LOL!

In DC our trash truck comes at 6:30...... That's the earliest one can disrupt a neighborhood. Construction workers can start at the time and end at 7pm.
