This math doesn't work. On one hand, there are two teachers in each class, so it is much more than that. But there are already second grade teachers and they often move people around so the bleeding edge doesn't usually have all new teacher. You are correct though that there is a lot of hiring going on.
I thought they accepted lottery applications up to 5th grade for SY2014/2015
