Well the only thing men touch when they urinate is their (possibly sweaty but tucked into absorbent cotton) private parts, and their hands are no more likely to have urine on them than said private parts, and we've already established that it's okay to put those private parts, in that condition, inside you. So why would they need to wash their hands?
The focus of the question was about the dirty hands, not the dirty private parts. Men's hands get dirty from touching a lot more during the work day than their private parts.
