If our can is on the curb and hasn't been picked up yet, I really don't care if you throw your poop bag, candy wrapper, whatever into it. Why on earth would I?
Because at least in our neighborhood, the garbage men don't dump the cans - they reach in and grab the large garbage bags and toss them into the truck. When that happens, the poop bag falls to the bottom. Best case scenario, I have to get it out of there myself. Worst case, I don't see it, or it breaks, and I have poop smeared all over the inside of the can.

Yeah, that happened to us all the time as well. I finally put some stickers on the cans which somewhat deters people. I also confronted one of our neighbors that was doing it and he said there were public no trash cans to/from his walk, which is not at all true.
And even if it were true, so what? How hard is it to tie up a poop bag, carry it home, and deposit it in your own trash can?
