What office only requires these job duties for a full-time paid position with benefits? I am asking this seriously because I've never encountered one. This is something a receptionist or secretary used to do as part of their jobs.

You might help him connect with a therapist- it sounds like ADHD. You can help him by directing him toward someone who may be better positioned to figure out what's going on.

The financial support, pep talks, etc., will only frustrate you (and him) if it's a brain-based reward system problem that he can't overcome. Medication and therapy for compensatory executive functioning issues will have the best chance of success here.

So special needs run in your family? Stop being a jerk and help your brother rather than denigrate him.

It is not his responsibility nor should it be.
