The Justice Policy Institute documented (PDF) stalled implementation, limited expansion of violence interruption, a lack of publicly available outcomes data, and the absence of a senior official accountable for execution. The plan diagnoses the problem: DC “has the needed talent, ability, and resources to drastically reduce gun violence in the city. However, it is lacking the political commitment, coordination, and a coherent strategy” to do so.

That's one opinion. A counter example might be D.C. Council passing laws that allow individuals under 25 years old to be treated as juveniles. Violence interruption is UBI for felons. There are no measurable outcomes for that program and yet you complain about lack of outcome data.
