This is aging. We will be lucky to be and look old. I've seen younger women (late 20's, early 30's) who look terrible from sun damage, alcohol use and poor choices. Facial skin laxity and loose neck skin are the reality of natural aging for most people who eschew plastic surgery, etc. Looking ones age is not a character flaw. To answer op, happy people who make others feel good about themselves are the most attractive people, regardless of age or size.
Yes, all true. Just reporting from my own experience that my neck cords and cheekbones stick out in an alarming way when I’m 10 or 15 pounds down, but smooth out nicely when I’m back up. Thin-as-beautiful stops working in middle age.

Sigh. I’ve got all of the above and I’m thin/fit while also a good cook and a kind person with hobbies and interests. But I’m annoying and I talk too much and I’m probably on the spectrum somewhere. It took me 36 years to find a partner as weird and annoying as I am/doesn’t mind how weird and annoying I am. This is the first relationship I’ve ever had make the two-year mark and so far so good.
Men like women who are soft and feminine and agreeable, and preferably quiet. I am not.

It sure is socially beneficial to be thin and tall compared to being obese and short. It is also easier to become fit if you try. As far as being attractive goes, go to a good saloon for cut and color and Sephora for make up and tips. You can also use artificial nails, eyelashes, hair, colored lenses, nails, heels etc for that. If still not happy, get some plastic surgery and cosmetic dentistry done. Some people get good looks in inheritance and others can buy it, same difference.
Just be kind, productive and confident and you'll do fine. Becoming educated, social and successful also takes some work but all is doable.
