Early release seems to be also hazardous. I think they should just hold school as normal and then hold children at school if conditions are bad. Schools have enough food just in case they need to hold staff and students into the evening.

Depends on how long the tornado warning lasts. If it lasts an hour, great, then everyone gets to leave. If it lasts a few hours, no one is allowed to leave.
Per the boad docs: "If a warning is received near or during dismissal, the release of students shall not
occur until the expiration of the warning."

Actually it was in June of 2012. School was already done. It hit the DC area around 9:30pm.
