These programs are being cancelled because people do not want to pay enough in taxes to fully fund the public school systems. We needs casinos, data centers, and new taxes to fund the wraparound services that will keep these youth off the streets and busy.
I work in a public school sytem. We DO provide these services. Maybe DC schools don't?

There's regular car meetups, often known as Cars and Coffee. Everyone parks their cars in a parking lot and people walk around and look at each other's cars. No violence or trouble. People are even reminded to leave the parking lot quietly and not do burnouts and so on. I know a lot of men in their 50s who attend these.
None of them would participate in the lawlessness seen on the video (plus it took place after their bedtime).
The 50s guy I know definitely does the takeovers! He posts about it on social media. It’s very bizarre. But, he engages in a lot of other very risky behavior, like sleeping with sex workers.
So, as suspected, this isn't a group of teens as OP presumed.

It’s absolutely frightening and also very loud (will shake your house). These used to happen a lot where we used to live downtown in dc - I’ve been caught up in one with my kids coming home from school. I don’t know why it’s socially accceptable to get annoyed by motorcades, but for these beastly pageants we’re supposed to bark and clap like seals. These “men” are developmentally stunted, dangerous and disgusting.

Tbe police are in a tough situation
If they chase the cars and a pursuit ensues and the car being pursued kill’s someone it falls on the police. If they chase the cars and the car crashes and it’s a kid, the police look bad.
I feel for this officer, it must have been terrifying.
We need much stricter penalties in place for these street takeovers. For drivers and participants.
It’s not a red state/blue state issue.

This intersection is where Brent Kavanaugh's country club (whose dues came under scrutiny during confirmation, because it was a huge chunk of his salary) is located. It looks like it was late enough at night that all events at the club would have concluded by then.
