That's funny. I thought that the last time they DIDN'T call a snow day, or even a delay, it was because things weren't that bad in Damascus, but down by me in Silver Spring it was very icy and dangerous on the roads.

Besides the liability issues here, even if you could get staff (which you’d have to pay) and kids to come out early enough to do this, you can’t Mobilize this fast enough to prevent closure for an overnight/early morning weather event. Plus you’d be asking teens and parents to drive on potentially untreated roads and what parent wants their inexperienced teen drivers doing this. (As of 8:30 this morning road treatment was not yet completed in the county).
There's no liability issue. Buses will be fine, and it is your responsibility if you drive or walk yourself. The snowfall was minimal and probably won't require overtime by the school-based staff. Plows will probably run through lots today.
