The shutdown is mainly about ACA premium, if it is not resolved before the end of open season. How the hell do people decide if they want to enroll in a plan or not? People need to know the cost before making a decision. Many people cannot afford to enroll without government help, they could miss enrolling a plan if the issue is not resolved before the end of open season.
