This is the UNstated reason why Democrats are stalling. There aren't just ACA subsidies at stake. Democrats do not want to be acquiesce to killing off major government functions.

PP here. That is the genius of it. The DEMs dont have to negotiate because the GOP won't be able to agree on a counter offer. The GOP hates SNAP and ACA but some of them know they cannot kill the programs.

How did Republicans negotiate when they were in the minority and “have no leverage”? The CRs and budgets that ultimately reopened the government had lots of bipartisan support.
