He stopped first and then moved forward 27 feet, which isn't much. Surprised he is being cited since his moving forward after impact didn't cause the accident. I've never driven a bus but would you even feel the impact in a vehicle that large? Is criminally charged the right language? It's a citation with an appearance in court and a fine, isn't it?
I agree. Devastating what happened to Summer but the bus driver’s actions didn’t cause her death. My guess is he wasn’t sure what he hit as there are traffic softening devices in that area and loud children on the bus. I’m sure he was pulling forward out of the intersection to do an inspection.

I had a family member run over by a school bus and the driver had no idea. Driver was cleared after they ran tests with dummies that showed a driver wouldn’t be able to tell the difference between hitting a rock or a body. This was an empty school bus.

An 11-year-old girl riding a bicycle died Thursday afternoon after being struck by a school bus in Rockville, according to Montgomery County police.

The bus driver was taken to another location following the collision to meet with MCPS and police crisis teams, according to officials. A second bus was “dispatched to the scene, and all students were transferred and transported to a reunification location,” police said Thursday evening in a release.
“Our focus right now is on supporting the family, our school community that is hurting and our staff. Montgomery County is a community that cares for one another deeply, and it’s moments like this where we come together to support and grieve,” Taylor said. “Thank you to everyone for keeping this child’s family in your thoughts — this child’s classmates, the staff that works with this child — and your hearts as we work through this very difficult time together.”
Taylor told reporters that a crisis response team of counselors and central services employees were at the middle school to offer counseling and emotional support to students and families. He noted the county’s Department of Health Human Services has also reached out to offer additional support services.
MCPS should reassess walk zones. Many walkers are walking on unsafe paths to schools now.
