Because it's not even a functioning government at this point - it's a ragtag group of individuals, more like a gang than a government. That's like asking why drugs don't surrender in the war on drugs; why poverty doesn't surrender in the war on poverty; why terrorism doesn't surrender in the war on terrorism. Framing the issue of the starvation of millions of people in the concentration camp known as Gaza as one hinging on "surrender" is frankly absurd; even obscene.
but couldn't the people just invite the israeli soldiers in? just give no resistance but let them march in? if it is only a very small ragtag group, surely the israelis could just come in and take them out. if it is an organized group, that is harder.

but isn't annexing what the victor does? isn't that essentially what the US did to Japan and Germany after WWII?

Untrue that Hamas has rejected any agreement. Israel has only agreed to a “temporary” cease fires. They are the ones continuing to reject permanent peace.
Hamas has rejected any peace deal which would require them to relinquish power. Self-preservation is more important to Hamas as a political and military entity than is the preservation of Palestinian lives. Sad.
This is a lie. It is Israel who has rejected every peace deal. This is very typical of the Israelis . They have done everything in their power to continue to fighting in Gaza rejecting every deal after Hamas as accepted it.

I'm not saying it's "right," but the Netanyahu, and much of the Israeli leadership have seemingly concluded that it's now or never.
Israel will never again have a US president willing to give them carte blanche to do whatever they want while arresting and summarily deporting critics of Israeli from the US.
The stars are aligned for Israeli hardliners in a way that will never come again: better to take brutally effective actions now and suffer short term political blowback that will fade after a few years as people get used to the new status quo.

Actually, they didn’t. The Jewish population in 1940 was about 16.5 million. Today it’s 15.7 million. Six million Jews died in the Holocaust and then they’ve been subject to persecution across North Africa and the Middle East at the hands of Islamists in places like Iraq, Iran, Tunisia, etc further diminishing populations and fertility rates.
It doesn’t mean Palestinians are thriving. But to say that Jews have somehow rebounded from an actual genocide by having “lots of babies” is not true. On the other hand, Palestinian birth rates have skyrocketed over the last two decades; one of the reasons why its population is very young and vulnerable.

Do you think if the French Resistance or the Jewish Resistance for that matter had just given up the horrors of WW2 would have ceased. If it as simple as that, ask yourself why is the IDF protecting and oftentimes assisting the attacks and murdering of Palestinian people in the West Bank where there is no Hamas. In the West Bank the Palestinian people have surrendered and yet they are still being displaced, beaten, and murdered daily. This is not about Hamas, but about Israel’s desire and determination to eradicate an entire people, like the USA did to Native Americans in the 17-18 century.

It took bombs dropped on Japan for them to surrender. Germany fought to the bitter end even though it meant destroying their country.
Right now Israel are the aggressors who are systematically eliminating Palestinian citizens, children, women, the elderly with their bombs, guns, and denying them food and medicine causing the kind of suffering that everyone should fear. If they surrender tomorrow Israel will continue stealth elimination of Palestinians so that there won’t be enough Palestinians to sustain a country. That’s the goal of Israel and the extremist crowds are dreaming of the day when the last Palestinian has been shot to death.
The fanaticism of the Japanese, exemplified in their typical refusal to surrender even in the face of certain defeat, changed only when atomic bombs made it crystal clear that endless civilians would die if the military kept fighting. Unlike Hamas, the Japanese bowed to the inevitable in order to preserve remaining civilian lives.
