Because it's not even a functioning government at this point - it's a ragtag group of individuals, more like a gang than a government. That's like asking why drugs don't surrender in the war on drugs; why poverty doesn't surrender in the war on poverty; why terrorism doesn't surrender in the war on terrorism. Framing the issue of the starvation of millions of people in the concentration camp known as Gaza as one hinging on "surrender" is frankly absurd; even obscene.

Untrue that Hamas has rejected any agreement. Israel has only agreed to a “temporary” cease fires. They are the ones continuing to reject permanent peace.
Hamas has rejected any peace deal which would require them to relinquish power. Self-preservation is more important to Hamas as a political and military entity than is the preservation of Palestinian lives. Sad.

It took bombs dropped on Japan for them to surrender. Germany fought to the bitter end even though it meant destroying their country.
Right now Israel are the aggressors who are systematically eliminating Palestinian citizens, children, women, the elderly with their bombs, guns, and denying them food and medicine causing the kind of suffering that everyone should fear. If they surrender tomorrow Israel will continue stealth elimination of Palestinians so that there won’t be enough Palestinians to sustain a country. That’s the goal of Israel and the extremist crowds are dreaming of the day when the last Palestinian has been shot to death.
The fanaticism of the Japanese, exemplified in their typical refusal to surrender even in the face of certain defeat, changed only when atomic bombs made it crystal clear that endless civilians would die if the military kept fighting. Unlike Hamas, the Japanese bowed to the inevitable in order to preserve remaining civilian lives.
