Where does the settler movement fit into your analysis of this problem? I’m no expert but I read that the seizure of Palestinian land for settlers started in the 1960s and there are now about 500,000 settlers. If it has been going on for 60 years, then clearly it’s official Israeli government policy. Are there any statistics for how many Palestinians have been killed by settlers?

For those who follow a path of peace, after 20 years they become Israeli citizens, or allowed to resettle and become citizens of any country that would accept them.
Those who don't agree to this stay in the camp. I believe something like this would sort out the question of "what about the innocent and peaceful Palestinians who want nothing to do with Hamas."
This is actually reasonable. Breaking the Palestinian cycle of perpetual reliance on charity and fervent devotion to terror is essential; their education system, public policy, and single-minded dedication to annihilating Israel must change if they want to improve their situation. 80 years of doing the same thing over and over, with the same lack of success, ought to have taught them something by now. Jordan, Egypt, and other neighboring Arab countries have figured out how to co-exist peacefully with Israel, there's nothing stopping the Palestinians from doing the same - they have been their own worst enemies but have the ability to change course if they choose to.
