Roughly you could put 1/3 of the 11 in each category. Same as any strong private.
Is the top 20% cut off approximately at 3.9 gpa?
Definitely not. Maybe 3.7-3.8.

The top kids get higher grades with less effort. These kids can write an assignment an hour before class and walk away with the highest grade in the class. Other kids will work for a day or two with their parents help and get a “B”. Many parents think there is no natural talent involved.

Not to mention their parents. Pay to have a 9th grader co-author a research paper? Check. Pay to have your daughter co-produce a documentary? Check. Pay to hire tutors in every subject? Check.
There’s a reason NCS has a reputation for fostering an unhealthy high pressure environment.
Ivy or bust. A or it's a failure. Even your own summary suggests it's the parents who are the source of this pressure.

College admissions officers do realize that grading is different across schools. They can't be completely familiar with every single school and every single teacher and their different standards for rigor, but of course they are going to treat grades from TJ, or Stuyvesant, or NCS, or Sidwell differently from some random public or private school.

Because colleges are aware that different schools have different grade distributions, baseline rigor, etc.
I went to a NE boarding school that didn't have class rank or GPA, but I would bet no one had the equivalent of a 4.0. Getting a mix of As and Bs in your first couple years was considered awesome. Out of curiosity, I looked up their college profile just now and they indeed still don't do rank/GPA, but still send like 8+ kids to Harvard ever year. All to say, colleges look at grades in context.
