1) It is Padilla. Don't disrespect a sitting senator.
2) The schedule meeting was blown off by Noem to do this presser. So she had already disrespected him by making him wait for her. Rather than wait, he went to the presser to ask the questions they wold have otherwise discussed in their meeting.
