I don't think you can earn credit hours on days you have no regular work.
You most certainly can. You can earn credit hours on weekends and while on leave. You only cannot earn credit hours on paid holidays, and even that isn’t clear.
You can earn credit hours on paid holidays if the hours are outside of your holiday pay time.

Something like, you get 2 days off per pay period one you complete your probationary/trial period, 3 days once you hit 5 years, and then 5 days once you hit 10.
Perfect. All the old timers, who don’t do any work anyway, will now have extra reason to sit around, do nothing, collect their paychecks, and pad their pensions.
