No. Reviewers and their work are not taxpayer funded. They are funded by industry user fees. My guess is this function may remain intact.

Even if FDA doesn't layoff reviewers, it doesn't mean everything will be fine. The project managers are absolutely VITAL at making sure all of the blood flows in FDA and making sure meetings happen and deadlines are met.
