At least $500 billion in spending is on agencies that have not been authorized by Congress. They just budget the money every year, but never bother to reauthorize.

FYI - that's not how this works. Congress can say Yea or Nay to this but the State Department cannot dismantle a congressionally created independent agency. Nor can DOGE. And while the Chuang PI is stayed, the lawsuits are ongoing.
