Have you watched these kids? There are a lot of kids that look good on instagram but not in real life. If they can put together a team to play a tournament, why not. No rules against it and I'm sure these kids work hard when they go back to their own home club or whatever. No, my kid is not U9 but I see more and more of these kinda team in the competitions all around.
Perhaps, but then they weren’t in the appropriate bracket or tournament if they are beating opponents by that much.

What about the 13 year olds that are invited to USYNT trials?
