I have not been able to renew any service contracts. I can believe that this will affect the bottom line for companies providing analytical instruments.

It’s widespread. There’s a narrow list of contract actions that can be continued, e.g., IT security, facilities management, patient care and safety. Otherwise contract actions have to be approved by the Acting Director, and in some cases DHHS.
