No the governments and taxpayers of the countries from whence they came should be responsible for their 5 year olds integration into that country's society.
Yeah, that's cool if we are talking about legal immigrants and usually they do take English classes in their home countries as it takes time to get approvals and they prepare. This is about people who were recruited by the various organizations working overseas in their foreign countries to encourage people to come here. They weren't prepared. And when it comes to real legit asylum seekers and refugees, they may not have resources to get this education.
