But I can place blame on parents who don't vaccinate by choice thereby leaving other children vulnerable due to low herd immunity.

Hey Dimwit—the strain circulating in West Texas is the same as the strain circulating in Europe. Also, the outbreak is in an antivaxxer Mennonite community, not illegal immigrants. Religious fundies instead.
If this were an immigrant problem, you’d expect to see outbreaks in the states with the most immigrants (California, New Jersey, New York, and Florida). Moreover, regardless of source, if children were vaccinated then exposure shouldn’t matter as much (there can be breakthrough cases, so it still matters somewhat).
CATO Institute did a study to look at statistical correlation between percentage of illegal immigrants by state and infectious disease rates. There was a very, very small increase for Tb and zero correlation for measles. In 2000 the US was declared measles-free--i.e. someone coming into the country would have to have it. But when this has occurred, it has been in connection with legal visitors (large outbreak in MN several years ago involving and international kids' basketball tournament, one of the player had it and people in the highest seats in the arena when he was on the floor were the first to be infected.

My elderly mom loves telling me stories of her childhood overseas (we are immigrants). Most of her stories include a mention of such-and-such cousin who died young of the measles. According to her, every family in her town had one or more children die of the measles.

This kid is not too young to vax but too young to make the decision. The last person to die was an immune suppressed young woman who likely contracted measles in a clinic. These adults choices are needlessly killing others.
