The child could have been a new immigrant without access to free vaccines (or the mom was unaware of how to access them). But I can place blame on parents who don't vaccinate by choice thereby leaving other children vulnerable due to low herd immunity.

Hey Dimwit—the strain circulating in West Texas is the same as the strain circulating in Europe. Also, the outbreak is in an antivaxxer Mennonite community, not illegal immigrants. Religious fundies instead.
If this were an immigrant problem, you’d expect to see outbreaks in the states with the most immigrants (California, New Jersey, New York, and Florida). Moreover, regardless of source, if children were vaccinated then exposure shouldn’t matter as much (there can be breakthrough cases, so it still matters somewhat).
