Removing the personal property tax filing requirement for businesses with less than $225k in property would not reduce tax revenue and DC could process 58,000 fewer returns. This would save money and make life easier for businesses. The DC tax reform commission considered this (see
https://drive.google.com/file/d/1f84tmUL2Mfatfr_uvaw0--8Mplm8n8K9/view) but they stupidly twisted it into getting rid of the tax altogether and then the commission imploded. The Council could still do this though.
DC should also get rid of the "married filing separately on the same return" filing status. No state has it, it makes things more complicated for tax filers, and it costs DC money. Just use the same filing statuses as the federal return.
