The federal govt has full authority to dictate border security and immigration. A city and state do not have the ability to decline federal laws.
So this is clear cut. A sanctuary city/state violates federal law.

Imagine if cites all over the country could decide to go against federal law for other issues. There would be chaos.
While I hate all things Trump, if NY does have a law on the books that notifies immigrants when federal authorities request their records, that could be seen as obstruction. The feds have a lawful right to enforce immigration. States don't have to help at all. Zero. But they cannot obstruct.

Poor DOJ. There’s a lot of dedicated public servants there who are going to be asked to do things that strain the bounds of credibility and ethics

How is serving notice of legal action "obstruction"?
Do people not have a right to know who is peeking at their personal information?
I said "could" be considered obstruction. Depends on the circumstances. But if the feds are conducting a legitimate investigation, they can request certain records for "investigative purposes." They generally need a subpoena or warrant, but not always. They could ask for your cell phone records, for example, thinking that you are distributing fentanyl across state lines. And want to see the numbers you call and cell towers you are pinging off of. And so on. If the cell phone company notifies you of that, you are going to be able to alter your behavior so that it's less likely you get caught. Same with driver's records (and addresses!).
The problem is, New York's law provided a really easy way to track down undocumented immigrants.
An unintended negative consequence of a well-meaning idea.
