Assuming they wised up and started locking their car after the first incident where the inside of the car was accessed (in the hood, or on the floor), presumably the car was broken into in order to place at least one of these bags. You need to have access to the interior to pop the hood.
Did the child or parents call the police? What was their response?
To be clear, this thread is discussing the problem that one student has had with her car and it may be one, or maybe more than one neighbor. I hope the student moved to another street to park on. There are options.

Reports are that all cars were parked legally at all times. I know nothing more than what is reported but it certainly sounds like neighbors and even if there was a parking irregularity it’s not ok to smear shit on someone’s car, is it?

I have a hard time believing a person smeared dog shit on a car in broad daylight that was legally parked. No it’s not ok if it’s illegally parked but I don’t live near a HS where entitled kids park however they like day after day instead of getting a school parking pass
School parking passes are limited. Blair is lucky to have Metro and RideOn bus lines nearby so fewer students *need* to drive.
Very few students “need” to drive given that there are school buses.

So you park in the streets in South Four Corners instead. It's also just across the street from Blair.

No, they can't. All parking in SFC for many blocks in is residential permit parking only. And it is strictly enforced. $100 tickets.

Oh stop it. Blair students get high in the neighborhood, wandering around when they feel like ditching school. They litter, and because there are not enough parking spaces in Blair's parking lot for them, they crowd the neighborhood streets with their vehicles. Residents might need to have deliveries or people do work at their houses - but it's tough to find a place for these vehicles to park on some streets.
Woodmoor neighborhood: please note the following link and get residential parking permits required for your streets. When you get them, continually call parking enforcement with the county to get tickets on all cars without residential or visitor permits.

Anyone who thinks it does needs to 1) not live in a busy intersection right next to the largest school in Maryland and one of the largest in the country and 2) consider moving to a gated community with a large driveway.
And if students are doing unsociable things in the neighborhood then address that with the school or police, don’t smear shit on other kids cars.
The neighborhood was there long before Blair, the largest school in Maryland and one of the largest in the country, was built next to it. Assuming you don't live in a gated community with a large driveway, you also need workers or deliver persons to park on the street at your home. So, you could perhaps understand why some Woodmoor neighbors are frustrated. And I don't excuse smearing shit on cars, if that even happened.

The parking lot is covered with portables. There are likely very few spots for students available. I think students street parking is just part of living near a HS. Residents can request 2 hour parking limits but then their own guests are limited.
It’s very difficult for students to get parking passes.
There are school buses available for all of the students at Blair, and for that matter at every MCPS high school. There's no reason for students to drive to school.
