It sounds to me like he was receiving funds from both USAID and Pebtagon during the time in question. USAID would/might not have known about the Pentagon contract.
It appears he was aiding and abetting the Russians during the war. Pretty much a treasonable offense.
If he had not gone into USAID and fired everyone first, it’s very likely that the results of the probe would have leaked while he was wrecking havoc with the rest of the agencies/departments. He had to silence them first.

If Ukraine was selling Starlink units to Russia in a corrupt manner, how is that Musk's fault? It's actually the government's fault because they lost track of the units they purchased.

Yeah. But if Musk was violating sanction that would put the rest of his government handouts for SpaceX and Tesla at risk. His “success” is built on usg subsidies.
Not to mention starlink would tank if it’s true that he manipulated it. International contracts will probably start canceling.
